Who Is The Man With Burn Scar?

The person is none other than Scopper Gaban. He was a memberof the Roger Pirates, with whom he traveled to Laugh Tale. This means he is aware of its location, and he should be able to reach the island if the need ever arises. Scopper Gaban has yet to make an appearance in the current timeline, which is rather odd. He is a high-ranking member of the Roger Pirates, so the World Government would be doing its best to catch and execute him.

To avoid these problems, it is very likely that this person is living on an island that is not affiliated with the World Government.
