Additionally, players will gain the ability to use Surf anywhere after defeating the Hearthome City Gym Leader, and that is a requirement for accessing TM19.

Once a fan has gotten everything squared away with Surf, they should head toPokemon BDSP’s Hearthome Cityand enter Route 209 from the west.
